    Program Information

    Upward Bound is a college preparation program with the mission to serve college-bound high school students and prepare them for success in higher education. Upward Bound ensures students attain focused individual and program objectives, and helps prepare eligible students for success in earning a two-year or four-year college degree. Funded by the U.S. Department of Education since 1996, Upward Bound at Independence Community College serves 65 accepted high school students from six different target schools. Initial applicants must be in the 9th, 10th, or the 11th grade, demonstrate a need for our academic support services, and meet federally defined statuses of “low-income,” “at risk for academic failure,” and/or potential “first-generation college student” requirements located within this application packet. Because Upward Bound is a federally funded program, we must collect data on participants’ income status, academic situation, and first-generation student status to determine eligibility. Upward Bound can connect participants with exclusive resources, tutors/counselors, tools, and so much more, but we are looking for those individuals who are motivated to succeed during high school and who are committed to earning a college degree.

    Absolutely No Cost

    ll services and activities are free to accepted participants. In addition, Upward Bound students can earn up to a *$40/month stipend during the school year for monthly event attendance. Participants must maintain the required 2.5 GPA to receive the stipend. During the summer, participants are eligible for a $60/month stipend if they successfully complete the six-week summer program. An optional, paid work-study component is also offered to interested students.

    Selection Process

    Our team will determine eligibility based on federal guidelines. If the applicant is accepted, a needs assessment interview will take place after a 60-day program trial period with the student participant and an update will be given to a legal guardian. If a student is emancipated or does not have a legal guardian, we will provide federal guidance on eligibility based on their situation and required documentation. Federal guidelines do not exclude legally “independent students” from applying or being accepted into the program

    All applicants will receive an acceptance or nonacceptance letter. During their 60- day probationary period, the students must attend all Upward Bound events and the interview will determine if they will [TB3] continue to be a committed and valuable member of the program. We understand if extenuating or special circumstances should be considered. Please communicate your needs, and our staff will always try to accommodate.

  • What Students Are Asked to Do in Upward Bound

    The U.S. Department of Education evaluates Upward Bound yearly based to keep program funding.

    In addition to participating in monthly events, remotely or otherwise, we depend on YOU to…

    1. Maintain a cumulative GPA of 2.5 or better on a four-point scale by the end of each school year.
    2. UB program seniors will have achieved a level of “proficient” or equivalent on state assessments in reading/language arts and math.
    3. Participants will continue in school for the next academic year, at the next grade level, or will have graduated from high school with a regular high school diploma.
    4. Participants will complete a high school program of study consisting of the following:
      1. 4 years of English
      2. 3 years of math (including Algebra I and a higher-level class)
      3. 3 years of science (includes 2 of the 3: Biology, Chemistry, or Physics)
      4. 3 years of social studies
      5. 1 year of a foreign language
    5. Participants will enroll in a college education program by the fall term immediately following high school graduation or will have received a notification of acceptance but deferred enrollment until the next academic semester (i.e. spring semester).
    6. Upward Bound is required to track participant success after high school and throughout college. Participants are expected to earn either an associate’s or bachelor’s degree within six years after graduating from high school.

      ICC Upward Bound is a federally funded program and regulations require verification of students primary household taxable income, as part of the application/admission process. Provide students primary annual household TAXABLE INCOME. You can refer to 1040 Tax Form line 15. (Note: taxable income is usually quite a bit less than gross and/or unadjusted income.

      For family units with more than eight members, add the following amount for each additional family member: $6,810 for the 48 contiguous states, the District of Columbia and outlying jurisdictions; $8,520 for Alaska; and $7,830 for Hawaii.

      The term "low-income individual" means an individual whose family's taxable income for the preceding year did not exceed 150 percent of the poverty level amount.

      The figures shown under family income represent amounts equal to 150 percent of the family income levels established by the Census Bureau for determining poverty status. The 2021 poverty guidelines are in effect as of January 13, 2021. Federal Register notice was published February 1, 2021.

    • The Upward Bound program at Independence Community College is funded by the U.S. Department of Education. We are required to track program participants’ academic performance from the time they enter the program through their graduation from college. Future funding of the project is based on our ability to annually prove that our graduates are successful in college. Whenever possible, we will collect the data we need directly from our students. In some cases, it is necessary to contact schools directly to obtain current accurate information. This consent to release records allows us to do so.

      Upward Bound may request the following information by phone, fax, e-mail, letter, or in person:

      • Copy of high school mid-term reports, grades, transcripts, results of standardized tests, and class rank
      • Copy of financial aid applications, financial aid awards, and other proposal letters
      • Copy of Free Application for Federal Student Aid (FAFSA)
      • Copy of Individualized Education Plan (IEP) or other recommended disability services or diagnoses
      • Information concerning status of college and program admissions application(s)
      • Any other academic records that verify admission to, attendance or status at, and/or separation from a postsecondary institution.

      I authorize the release of academic, financial aid, and publicity information for the student listed – including, but not limited to the information listed above, to Upward Bound at Independence Community College for ten calendar years from the date of my signature. I also authorize Upward Bound to release this information to third parties for reporting purposes when necessary.

      Please note that most students are NOT considered independents unless they meet the following requirements: Student is emancipated, their school has declared them homeless, or are living in circumstances that require them to be legally/financially declared as independent from parent(s). Independent applicants are required to fill out a separate application.

      To participate in Upward Bound and in order to receive certain program benefits such as monthly pay for participation, students are required to participate in all “program requirements.”

    • To be considered for the program, the application process requires all requested information. Please know an applicant can qualify based on a combination of different information requested. By law, all information is confidential and remains protected in privacy.

      Your response below determines, by our grant standard, if the student applicant qualifies as a first-generation college student.

      Use the checklist below to verify you’ve completed the entire application packet. Only return application packet pages 3-10 to us in addition to any required, supporting documentation.

      1. Student Application has been completed by both legal guardian and applicant.
        1. Both the legal guardian and applicant have signed page six.
      2. Participant Eligibility Form has been completed by the applicant’s legal guardian or independent student.
        1. If applicable, legal guardian or independent student has provided a statement within this application regarding the applicant’s low-income status and they have signed the required signature box.
        2. If no statement and signature were provided, substantiating and signed financial documentation has been included with this completed application packet.
      3. Release of Records Form has been reviewed, filled out entirely, and signed/dated by both the student applicant and their legal guardian.
      4. I have contacted ALL of the following required recommendation individuals. They provided me with their contact information below and stated they would offer Upward Bound staff their recommendation for my program acceptance when they are asked to do so:

      Upward Bound at Independence Community College encourages lifelong learning through educational services and support that enables qualifying high school students in southeast Kansas to develop and enhance the intellectual, cultural, and social skills necessary for success in postsecondary education.

      The Upward Bound Program at Independence Community College is 100 percent federally funded by the United States Department of Education with an annual budget of $349,471 to serve 65 students.
